You are a citizen of each country your parent was BORN in. For example: Your father was born in France, your mother was born in the U.S., you were born during a vacation in Canada...you are a french, U.S., and Canadian citizenship. If your parent was not BORN in a country, then you cannot be a citizen unless you go through the application steps that anyone else would have to do.
If this wasn't the case, we would all be citizens of lots of countries!
If your mother was born in France, then yes, you should be able to claim citizenship. My husband's dad was a French national living in NYC working for the Embassy and my husband was born in NYC but is considered a French citizen as well. You can't pass it on and there is more than likely a LOT of paperwork to go through but it can be done.
Not sure about French. But make sure you know everything that goes along with that. In the US, only the us citizenship is recognized. But germany will still honor my german citizenship. If I keep it and pass it on to my boys, they could be required to attend their civil core for two years when they turn 18. Make sure you find out everything.
