What do you call raising a foreign flag over a USA Federal Gov, Building ? Treason or Surrender ?

It is treason.
Especially if it was flown higher or in place of the American flag.
To the guy who said this is protected speech---South Carolina is trying to keep the CSA flag on their capital grounds. It was atop and building and they were forced to remove it, it was not flying higher than the US flag (it is treason to fly any nations flag higher than the US flag), everything about it was legal. It was still deteremined to be wrong. It is a gov't building. Gov't buildings represent the gov't, not the people who work there. The gov't does not have freedom of speech.
