In a church or a chapel with an attorney and don't forget prenup.

You need to get a license (documents etc required will vary depending on where you will be applying). You then get married :)

They can get married just like any ordinary couple can. Their nationality those not matter.
If the Canadian is in US, then getting marriage license from the City and then marrying and then registering the marriage. If the person is not in US, then either you fly to Canada and follow the process/legal requirement there. If you don't want to go to Canada or marry there, then you should get engaged first, file a fiance petition, get the Canadian person here and follow the legal paperwork. At some point, you need an Immigration attorney.
