Principal refuses to sign passport application!!?

I am applying for my first Canadian passport. I am only 16, so I have no lawyer, notary, whatever, and I don't go to health institutions often enough for any specialist to say that they know me. My principal refuses to sign my passport application because, according to him, he doesn't know me enough. I think that's bull. I've been studying at this school for 4 years.

But there's no point arguing with him, so does anyone know where else I can go to get someone else to sign for me?

ask the passport issuing office. They make the rules. Good luck.
