All you can do is send a letter to your friend. Invite the friend for a visit. Specify the dates of the visit and some of the things you'd like to do while your friend is here.
It's up to your friend to go to the US embassy or consulate in his/her country and apply for a tourist visa. There's a $100 application fee. Your friend will have to convince an American consular officer that he/she will not overstay and that he/she has strong ties to his/her country. This is a difficult barrier to overcome.

Quite franky people write invitation letters but I dont think that help. The US embassy considers that everyone want to run away to America.The US embassy is looking for evidence that will tie the person to their native country such as a good job, houses, assets etc.
