What would be your idea on how to effectively implement immigration law in USA.?

We all know that other immigrants in USA have worked hard to attain the legal way to migrate here. However for those who come illegally and somewhat affect the economy drastically, government spent millions to send them back but even before the vehicle that brought them back to their origin gets back to USA, those who are sent back are already back in USA. Which I think made ridicule to the law.

Any idea on how to to deal with immigration problems better?

Answer:
As for how to fix the problem of illegal immigration, I of course have my ideal “only in a perfect world” solution. That is to completely fence the border and make it impenetrable to those trying to cross illegally, then send ICE out to mass deport anyone who is here illegally.

Of course, that is not realistic no matter how much sense it makes. I have several real options that I see for dealing with illegal immigration.

First Solution:

The Oil for Illegals program. Mexico is the world’s 4th richest oil producing nation, they have oil fields that rival the middle east’s. if the American government refuses to deport those here illegally, and Mexico’s government refuses to stop encouraging people to go to the US illegally and send money home to prop up their economy...that’s fine.

BUT, in return, Mexico must remit 1 barrel of oil each month for every Illegal Immigrant in the US to offset the drain on our economy from the social services, lost taxes, and educational services they receive. Think about that, with an estimated 12-20 million illegals in the US...that’s a lot of oil.

It also helps solve another problem, with the influx of free crude oil from Mexico, we then DRASTICALLY reduce our dependence on Arab Oil and OPEC and we can tell them to go get stuffed, lower prices at the pump to put money back in the pockets of the taxpaying citizens who have been footing the bill for illegals for years, and quit letting Mexico export their problems to us. They will have to start caring for their own citizens and economy.

Second Idea:

I think there needs to be a two-fold approach to ending illegal immigration. First, you remove the carrot on the proverbial stick that is luring them here by the millions. By that I mean require ALL businesses to verify the legal immigration status of every worker employed, and that they want to hire, through a web-based verification database. Those that are applying for a job and the verification comes back saying they are here illegally, ICE will be notified and will take said person into custody, and deport him within 3 days. In addition to deportation, any and all property, vehicles, bank accounts and other assets will be seized and auctioned off to pay fro the cost of deporting them.

Right now, when people get deported, all they have to do is shell out a couple hundred bucks and come right back across and pick up where they left off, if the penalty for being in the US illegally was stricter like that, and they lost all their possessions, they would think twice about coming back across.

Now with regards to the businesses that are screwing the American worker by hiring illegals, I say we hit them the hardest, starting at the TOP and working our way down. If an employer is found to be hiring illegal immigrants, that business will be fined a minimum of $100,000 for every illegal worker they have hired, and in addition, the executive of that company will be imprisoned for one year in federal prison for each illegal worker.

And I am not talking a country club fed prison, I’m talking in there with the hard core criminals. Once this starts happening, companies will think twice.

The second part of that carrot is stop providing the social services incentive for them to come here. Prop 187 should be reinstated across the country. Deny any and all public benefits such as non-emergency medical care, education, welfare, food stamps, etc. to anyone that is here illegally.

Once the lure of a job and free healthcare and education and free handouts is gone there is not much incentive to come.

In addition to all that you completely secure the border. Then re-vamp the damned state department bureaucracy to fix the problem of those wanting to come here legally and do it the right way being made to wait 5 years to get a green card. Have a limited guest worker program, where they are able to come here for a period of 2 to 5 years and work Legally.

Before being approved to be a guest worker, they must have a background check. No felons will be admitted into the guest program, they must demonstrate a proficiency in English, they must have a medical exam and be free of diseases that we have eradicated in our country such as TB. They will, as an approved guest worker, be able to obtain a temporary driver’s license for the specific period they are authorized to be in the country as a guest worker provided they provide proof of vehicle insurance, they must provide on a monthly basis continued proof of insurance on their vehicle.

If they commit a crime, get busted for DUI, let their vehicle insurance lapse and be caught driving, etc.

Their guest worker status will be terminated immediately and they will be deported and barred from ever becoming a guest worker again.

Third:

We can say F*ck that to a guest worker program. Who will pick the lettuce you ask? Well, we have a HUGE population of inmates sitting around in prisons doing absolutely nothing at the average cost of $36,000 per year per inmate.

THAT’S who will pick the lettuce. The American agriculture industry will contract with the state department of corrections to provide labor for their farms. They contract to pay the DOC $2-$3 per hour for each inmate, and then the DOC pays each inmate 70 cents per hour for their labor.

That will help offset the huge expenditures for incarcerating criminals, as well as having prisoners get experience in working everyday and learning responsibility, as well as letting them save money for when their release date comes so they don’t leave prison with only $250 in gate money. Not to mention they now have a skillset with which they can apply to earn a living when they are released instead of having to turn back to criminal activity.

'Nuff Said
We need to separate these issues. Too many people are getting confused between dealing with immigration and what to do with all the illegal alien criminals that are in the country today.
Enforce our laws as they stand. Fine the pants off of the people who hire them. Give our police forces the authority to deport, instead of referring to other agencies.
There's no point in deporting if they can get back in easily. The border must be secured first. Then deport criminals as they are arrested. Also encourage them to leave without having to be deported by removing their motivation for being here. Arrest ALL who partake in supplying jobs for criminal immigrants. If they cannot get jobs here illegally, they will either obtain their citizenships or they will return home without us having to fund the deportation.
Illegal Immigration - Go after companies, fine, suspend license, fine again, double fines, take away business licenses completely if you have to but stop the demand, the supply will go elsewhere or home. We can not control illegal immigrants, our laws mean nothing to them, we must go after corporate America no matter how small the business is.

Immigration - Have the worlds top economists decide a figure that will not injure our economy or our social structure and that is the amount that we will let in "legally" per year.
We must enforce the law to 100%, if not 110%, with heavy punishments.

Most importantly, leave the so-called human-rights groups out of this. Otherwise, nothing can be done efficiently.
The way to deal with this is to leave it alone for right now. Sounds nuts but the number of pressing problems in this country right now that need immediate attention is much grreater. While immigration is important is simply is not at the level that the discourse has taken. IT IS A DISTRACTION.

Keep your eye on the ball, America otherwise while we're all paying attention to what's going on in the kitchen we miss the thieves that walked right in through the living room door. And believe me they're already on the other side of the door listening to what we're doing biding their time, waiting for the moment that we're really distracted and then...and I'm not talking about about international terrorism either. Take a look at some of the other things that have quietly made the news that the govt has been up to lately. It should make every American's hair stand straight up.

If you think this law is going to work then you haven't looked at what the last amnesty brought us. The 3 million that took us up on it multiplied and became 12 million illegals which will in another 20 years 50 million or more. Sometimes its better to leave things as it is. Besides when has govt done anything that has worked out for the positive without making things much worst in the balance. Leave it alone.

Be vigilant.
Check out your government web pages and write, call, e-mail, your representatives, congressmen and senators on your opinion of the immigration bill. They need to hear from you. Get a bunch of people to do so, so they can get an informed constituent perspective and why they were voted into office. ACT Today ! ! !

Bush has yet to have initiated a law or policy that has succeeded for America as a whole. What makes him think he has or will suceed now? He's a failure in policy and history will be unkind to his administration. For all those who supported him previously, now you can correct your mistakes.

First thing is find and jail any and all employers that hire illegals.
Then I would pass a stand alone bill that says that any and all illegals caught from the border to the interior will never be given any kind of visa, including but not limited to work or tourist visa. First time caught no jail time, but must sign the above law, second time 6 months in jail, third time 1 year in a federal prison. For those here now a work permit, but no path to anywhere, accept if the want to go to their real home
For the people who are already here we should start a process of legalization. Why? Because they are here already and are not leaving. Fines should be implemented and if you are a good citizen, then you stay, if not, you get sent back.
Now, how do we stop this from happening again as it has been happenning for more than fifty years? Implement temporary workers programs for the fields that most "illegals" fill. This way they just come to work and go back home.

What most Americans don't understand is it has been our own policy that created this situation. Tougher bordercontrol, no worker programs, they stay longer, for years, creating lives, buying homes, raising children. Let's learn from past mistakes.
1. The purpose of U.S. immigration policy is to benefit the citizens of the United States.

2. Since immigration policy can profoundly shape a country, it should be set by deliberate actions, not by accident or acquiescence, with careful consideration to ensure that it does not adversely affect the quality of life of American citizens and their communities.

3. Immigration policy should be based on and adhere to the rule of law. Immigration laws must be enforced consistently and uniformly throughout the United States.

4. Non-citizens enter the United States as guests and must obey the rules governing their entry. The U.S. government must track the entry, stay, and departure of all visa-holders to ensure that they comply fully with the terms of their visas, or to remove them if they fail to comply.

5. The borders of the United States must be physically secured at the earliest possible time. An effective barrier to the illegal entry of both aliens and contraband is vital to U.S. security.

6. Those responsible for facilitating illegal immigration shall be sought, arrested and prosecuted to the full extent of the law and shall forfeit any profits from such activity. This applies to smugglers and traffickers of people, as well as to those involved in the production, procurement, distribution, or use of fraudulent or counterfeit documents.

7. U.S. employers shall be given a simple and streamlined process to determine whether employees are legally eligible to work. Employers who obey the law shall be protected both from liability and from unfair competition by those who violate immigration law. The violators shall be subject to fines and taxes in excess of what they would have paid to employ U.S. citizens and legal residents for the same work.

8. Those who enter or remain in the United States in violation of the law shall be detained and removed expeditiously. Illegal aliens shall not accrue any benefit, including U.S. citizenship, as a result of their illegal entry or presence in the United States.

9. No federal, state or local entity shall reward individuals for violating immigration laws by granting public benefits or services, or by issuing or accepting any form of identification, or by providing any other assistance that facilitates unlawful presence or employment in this country. All federal and law enforcement agencies shall cooperate fully with federal immigration authorities, and shall report to such authorities any information they receive indicating that an individual may have violated immigration laws.

10. Illegal aliens currently in the United States may be afforded a one-time opportunity to leave the United States without penalty and seek permission to reenter legally if they qualify under existing law. Those who do not take advantage of this opportunity will be removed and permanently barred from returning.
