No... There were problems before that.
I remember a few years ago, there was Federal district court was going to hear or rule on a filing that those Cuban refugees who were jailed in Atlanta had not actually actually broken any laws in the U.S. prior to their incarceration and to continue holding therm in prison was a violation of their civil rights.
I have not heard anything about how that ruling went. It would certainly be interesting to know how it turned out.
