Is an H4 eligible to write FPGEE AND NAPLEX with TOEFL?

Lets say I have an H4 visa(dependent) and I have passed the B.Pharmacy degree from India before 2003. Am I eligible to write FPGEE AND NAPLEX with TOEFL and start practicing Pharmacy in USA.
