Is USCIS picks, choses & and passes decision to approve pettions based on color/race/nationality?

I could certainly say yes because i just recieved my permanent g.card. I am russian and was affraid first at the interview, but my Lawyer with expierence working for immigration assured me that he never saw in his practice a denial for whites. He was right & my interview took few minutes and with a smile and i was even offered coffee. Sitting there, i saw a doctor from India getting grilled & denied.
Of course i was glad of how they treated me & that i got my papers, but felt kind of bad for others who are not white.

You will find that many things in America are still granted or denied along color lines.

People here deny racism still exists but, being African American, I can tell you that it still does. This is a wonderful country but, we still have a ways to go when it comes to acceptance and tolerance.

Perhaps, as a new citizen with a unique perspective, you can find a way to contribute to the fight for true equality.

You are totally wrong. Petitions are approved based on the law and the date submitted.
Under the 1965 immigration laws (written by none other than Ted Kennedy), preference is actually given to people fro third world nations. HOWEVER, there were "exceptions" given for people from Communist countries, for some strange reason, Russia is still on the preferential list.

My understanding is that there are no specific limits on immigration from those countries, there may be on direct immigration, but once citizen of a country on that list touches US soil, they are given preferential treatment.
Immigration isn't based on race! The ILLEGAL alien issue has nothing to do with race. It is an issue of LAW!

No, but the number of people who come illegally from a particular country (the 'visa failure rate') has something to do with it. Russia is further away and we get fewer illegal immigrants from there.

India is our second largest source of illegal immigrants. The guy from India may have other issues having nothing to do with being from India, as well.
people who are from countries that have reached certain amount (set by INS)of immigrants will not be granted citizenship because of the quota.
