It will never happen. This is just another ruse to try to placate the people. It didn't happen in 1986 with 3 million people and it won't happen with 12 million or 20 million. They'll just keep screwing around until they've totally sold out the country. We need the laws enforced and we don't need to wait around for more laws. There are plenty of laws on the books already than can be enforced and that would put a stop to a huge majority of these lawbreaking activities. Additionallly, The government has repeatedly told us "it can't". "It can't enforce the laws" It can't deport 12 million illegals" "it can't protect our borders". At this point, what can the government do? Obviously, the government has yet to eliminate the huge backlog of applications for legal entry that have already been filed. There is a huge backlog of people waiting to become citizens and the government has not yet completed their paper work. We citizens should sue our government for failure to do its job and take all that money and hire good people to do the job properly. Maybe we need a "can do" parallel government to offset the "can't do" corrupt one we have in place today.

They're not, It's another fundamental flaw with the bill. To get them to pay for the fine, they have to apply to be here legally, sure, many will. Lots won't apply.
Trust me illegals will pay. Even if they know the money is for the fence. They just want to be here legally and enjoy all of the rights we Americans already enjoy!
They'll make American Citizens pay the fine via more taxation.
They are never going to pay it. Even if they do they will probably get some kind of tax credit to offset it.
Don't you have a courthouse or municipal building where you live?I'm sure that's what they will utilize.If you don't think they can do that how do you think they will round them up to deport?
I think the idea would be that when you apply for your card you must make arrangements to pay for your fines. Problem is many will not come forward, some due to the expense of the fines and many due to mistrust. It will be interesting (if it happens) to see how complicated it gets.
They already know they are not going to round them up and make them pay,all they want is amnesty,this is just the sugar coating they are putting on the pill they are trying to shove down our throat.

Once the employers start getting those stiff fines and have to fire the ones they already have, the illegals will have to either pay their fines or go home! Hopefully they will go home anyway!
Bush is a liar. Why should we think any of that crap will be enforced? The current laws are not enforced, so what makes this any different? Bush signed the fence law last year, so where the hell is the fence? They need to secure the border and then go after the employers that hire illegals. Then talk to me about immigration reform.
Why should any illegal pay a dime? Illegals already live and work here with no possibility of ever being arrested and deported. They get healthcare and education. They come and go as they please and answer to no one.

I voted for Bush, and supported him over the Iraq conflict. However, on this I say he is only looking out for big business and he is blatantly doing so. I pointed out on the Rollye James Show last night another issue over this.
If you look at the legal immigrants, they have one thing that just giving it to the illegals now will not have. Respect for Our/Their Country. I have seen the older immigrants threaten to beat a person for disrespecting our flag, but, at these so called rallies, they carry the Mexican flag.

I agree with only one thing about a reform bill, that is REFORM. FIX the problem before taking care of legalizing the rest.

This bill requires the head of household to go home, and then re-enter. Why not just tell the head of household to get out and stay out? The rest of the family will leave eventually.
And how do you determine the head of household? They have three and four families living in one apartment. Who is in charge? None of them will step up and volunteer to leave. That is a pipe dream! Stop the flow coming in, deny them employment and attrition will account for most of them leaving.
