It is quite easy (much simpler than a Jamaican coming to UK). Your Jamaican spouse needs to make arrangements for an interview with Ministry of Labor (for your Work Permit Exemption Certificate) and with The Ministry Of National Security and Justice for your citizenship. However, life in Jamaica is hard and the cost of living is rather high in comparison to the average income. Unless your spouse is of independent means or has a VERY secure well paid job, you may find life a bit of a struggle. 70% of the general population have a hard time finding money for the basic necessities of life - this is why there are so many street vendors, because people are forced to find a way to raise their personal income.
Petition and or contact the Embassy there.

I honestly don't know, but I've e-mailed Downing street for advice on how to emigrate to North Korea, as it has more civil liberties than this so called democracy..

Jamaican Citizenship by Marriage
Requirements are:
* Certified copy of Birth Certificate and Passport of the Jamaican National
* Certified copy of Birth Certificate and Passport of the applicant (spouse)
* Certified copy of Marriage Certificate
* Recent ( at most 6 months old) Police Record of the Applicant
* Two (2) Passport sized photographs of the Applicant
* Completed Application R1 Form ( obtainable at the Consulate)
* Letter to the Minister of National Security and Justice requesting registration as a Citizen of Jamaica.
* Fee of J$7,000.00 or US$ equivalent to be submitted in the form of international money order addressed to the following:
