and one that speaks two is bilingual, what is one that speaks nothing but one (and refuses to learn others) called? An American.

Even though this is an old observation, I find it sadly true.

I travel a lot, and am always amazed at the language skills of people in many countries. Most of them know English; I go a lot to Finland, where my friends know Finnish, English, Swedish and German--some know more.

Actually, many Americans speak French, German and Spanish as well as American. These languages are taught at school. I selected French when I took languages, as I care very little for Mexico, and never wanted to go there, but I did want to go to France. Of course, you know these facts of school already, and since you are the ones who refuse to learn American, perhaps the name your looking for is Mexican?

Why should an American, who lives in the US for life, need to learn Spanish?

In fact, why aren't Mexicans, who comes to the US from Mexico, required to learn the official language in the US?

Instead, the US government is now required to provide alternative service for people who don't speak English in the US.

Many Americans are bilingual and trilingual. It's just not as common as say over in Europe where there are many different countries on that continent that speak many different languages. As oppose to the North American continent where we only have Canada (which uses the English language) and Mexico. Most Americans don't move to Mexico but usually just visit, and if you just going to vacation to a different country then you really don’t need to learn their language; just a few phrases.
The golden rule is: He who has the gold makes the rules. Americans don't have to learn other languages, especially spanish. The only time that an american needs to know other language is when he travels abroad. Imigrants need to know English.

I got an idea: why don't you study etymology? If you studied English, you would know that most words in English are NOT of English derivation. "Algebra", for instance, is from Muslims. "Savvy" is from Spanish. "Voo-doo" is from Africa. I studied Latin, French, Spanish, Korean, German, Visayan, Tagalog, Dutch, Swedish, Chinese, Japanese...what did you study?
If you think that Americans need to study other languages, get busy and promote it in the schools. That's where people are SUPPOSED to learn, but the schools have been failing ever since they developed a public school. In the Colonial days, they sent militia into homes to forcibly take children to schools; not much has changed.
