My husband is in the Army National Guard, we've been married for over 2 years and I still don't have my GreenCard. We couldn't do the interview because he was deployed to Iraq for a year - that was the only thing that made it more difficult. Otherwise I don't think our process is any different from anyone elses (or easier for that matter...). He doesn't need anyone from his base to sign anything or get permission from someone. Just be sure to send in all the paperwork and the according attachments - they'll send it right back to you if something is missing or incorrect.
