It depends on the combination of countries. There are many countries that do not allow dual citizenship at all and some that don't allow it with certain other countries.

Yes, many people who despise the USA have dual citizenship due to having been born in the USA. I know a Canadian whose parents came across the border to give birth so he would have dual citizenship.
