As a brief tourist, yes.
The question here should be..why should Scotland allow him to leave while under the charge? They should detain him until his trial. He should also be aware the US does have an extradition agreement with the UK.

If your friend is a racist, why would he even want to come to the US? It's a melting pot of ethnicities, and he's bound to get his a** whomped.
