It depends of the country. For example if you go to Europe, you can stay for 90 days, you don't need anything to ask for work permission, but if you want the citizenship, you need to marry someone from that country. If you marry and Italian, you'll be italian, and you can work in any country of the European Union.
But if you want to go to South America or Central America, well, they don't give you the citizenship, but if you are investing there, for example you get an apartment, you are able to live there pretty much forever.
