Can a non resident get SSN and/or ITIN from US?
Answer:
You cannot apply in advance for a SSN or ITIN number before you enter the US.
You can apply for a SSN if you have your work permit or your Green Card.
There are different types of SSN cards issued, depending on what grounds you need the card for. eg: For work purposes only or not valid for employment etc etc

Yes. If you have a valid work visa, then you can apply for an SSN. Otherwise, for tax purposes, even as a nonresident you can apply for an ITIN.
You can't apply for it until you're actually in the country.
