Can a non resident get SSN and/or ITIN from US?
Answer:
To obtain an ITIN - you must be a dependent of a non-resident alien, not a US citizen, and unable to work in the country.
To obtain an SNN - you must have a letter from your employer stating that you are hired, why they picked you, and how long they expect you to work for them. You must also have proof of citizenship - that is, something that indicates where you ARE from, since you're not a US citizen. You must also have a valid working visa and proof of your I-94 (the stamped document in your passport that indicates the US Customs and Immigration people have accepted you into the country for a certain time period). You must also have a permanent address in the US.

The only way you'll be able to get an ITIN from the IRS is if you're not a U.S citizen and do not qualify for a SSN.
Alien taxpayers who need an Individual Taxpayer Identification Number (ITIN) may be able to secure one from outside the United States.
