Answer:
They have one hell of a medical system.
as long as you do the medical exam and go legal you have nothing to worry about. life is hard every where. good luck
Your income of $3,500.00 if that is per year, you wouldn't be able to afford to live here.
if it's per month, you can afford to live here.

The average cost of living in either Toronto or Vancouver is $3,000.00 per month.
The poverty line is when monthly income is <= $1,600.00

For web design work, you can live in most areas of Canada and find work. You will find more people from the same cultural / religious / ethnic background in Toronto or Vancouver than in the other cities, but we have a varied population everywhere, so there isn't an area in Canada where you wouldn't find a community you can fit into.

As far as saving money, that depends on you, how much you earn, how much you spend. You can save money if you live within your income, rather than get into the credit game.
[ I personally live on $1,200.00/month, since I don't need to have all the extras a lot of people demand ]
i'm not sure about the financial aspects. the current national unemployment rate is 6.1%

If you are very super talented at what you do, then it should be okay no matter what. if you are medium maybe so. if you are beginner, maybe not a good idea.

the main problems i hear about from immigrants which often seem harder for the people than finding a job are weather, loneliness and homesickness.

the winter is very long and snowy in most places. rainy on the southern pacific coast (vancouver).

cost of living in the three major cities (vancouver, toronto, montreal) can be quite high. montreal is the cheapest of the three (and the coldest).

i think life is actually economically better than in the US right now.
Hi i think you must not leave for canada.Because you are now well settled in Saudi Arabia. If you go Canada then you have to start all from begining. You will have different atmosphere there. You will have to survive a lot in the begining. Now you r in Saudi Arabia is in the stable stage so you can have some reputation and goodwill which is your asset. But if you leave Saudi Arabia then you will loose your precious asset n have to gain these all from zero at the Canada.Life is not a big so you must not loose your invisible assets which you have earned in this 6 years.
it also depends on your age, are you married do you have kids?

if not i guess you could start on that next phase of life in canada, since its very cosmopolitan

i hope you will be okay with very cold weather!
