How to file my mom's application?

My mom and I live in the U.S. and I'm a U.S. citizen. I'm going to apply for my mom, but the problem is that they require a birth cirtificate. My mom was born in like the 1950s in a rural part of India in the kashmiri region where birth-cirtificates weren't exactly available. There was no real local government that does that sort of paperwork. Is there any sort of way I can get around that? My mom (and i) came here legally so that's not an issue, so no bashing. And please just don't send me to USCIS.

I sponsored my mother and she also does not have a birth certificate - we used an affidavit (her birth certificate was not required for the first stage I-130, only for second stage I-485).

The filing process is simple and you can do it yourself by filling in and submitting the I-130 form (it is a pdf and can be filled in automatically). You should do it soon as the fees are going up from $190 to $355 on 30 July 07.
The only proof you need (from I-130 form) is YOUR birth certificate
"F. A mother: Submit a copy of your birth certificate showingyour name and your mother's name."

and also they say if you cannot get official documents:
"Affidavits: Written statements sworn to or affirmed bytwo persons who were living at the time and who havepersonal knowledge of the event you are trying to prove.For example, the date and place of birth, marriage ordeath. The person making the affidavit does not have tobe a U.S. citizen. Each affidavit should contain thefollowing information regarding the person making theaffidavit: his or her full name, address, date and place ofbirth and his or her relationship to you, if any, fullinformation concerning the event, and complete detailsexplaining how the person acquired knowledge of the event." and also
"School record: A letter from the authority (preferably thefirst school attended) showing the date of admission tothe school, the child's date of birth or age at that timeplace of birth, and names of the parents."
Go to uscis.gov and contact them. There are some times when documents aren't available and there is usually some way around it, sometimes with more variety of a different type of document. I don't know what that would be in this case, though.
