You can't do it for her she has to prove that she has ties in India and a reason to return to her home country. She also must have property and money in the bank (15,000 dollars preferably). If she has these things she can go to the embassy and apply but it isn't a guarantee that she will be approved.
Totally, I think if you got it for her she'd never appreciate it. I think you should teach her about the value of hard work and let her do it for herself.
Yeah i think you could help her, how about asking her to apply so then you know what she needs to do, or you can checking online and find out about visitor visa through google or yahoo search. To make it easier usually the u.s consulate/embassy in india will ask her a letter of reference or kind of sponsor thing which comes from you to make sure that there's somebody in the u.s (it's you) that will take responsibility of her when she's there and make sure she'll come back to India on time and not to over stay.
My husband was trying to do exactly the same thing with his mother in the middle east. The immegration said to have her go to her embassy and fill out the papers, which are in her language and that we should write her a letter or letters saying that her son is in America and it would be nice if she visted and he is not able to visit her. Also, I was going to write her a letter saying to visit our new baby. This shows the government that there is a reason to vistit for real and that she is not scamming our government. They don't like that.
