Do you think the government built the portion of the Mexican fence 1-6 feet into Mexico on purpose?
To use up millions which could be spent on additional fencing to "correct" the fence and to delay the project even further?
INS admitted the full fence / border solution won't be in place until 2013 at the earliest.
I think Bush did this on purpose as he will do anything possible to prevent the apprehension of illegals and to prevent securing the border "for his legacy".

'How to spend the 1.2 billion funded for the fence last year yet not wind up with a fence. well.. If we build it in the WRONG COUNTRY that just might do it!

fences are a bad idea, if they were serious they should build a fortified wall with garrisons, but there not serious just putting a band aid on the wound
