In terms of immigration law, there are no new rules for marrying a foreigner -- whether you're a civilian or in the army. If there are army rules, that's something I wouldn't know about. I doubt there are. Sounds like silly rumors to me, although I'd be interested to know if it's true.
By the way, it's going to take awhile to get her here. You might as well marry her and get the peition for alien relative going.
If she has a visa and can come over before you're married, that would work. Once she's married to you, it would be difficult to get her a tourist visa (these are the fastest kind to get) because they don't let intending immigrants enter under non-immigratn visas (like a tourist visa). That is considered fraud.
