You can never apply. You must find a US employer and then your employer will apply for the visa. The next time this visa will be available is in 2008.

October is when the diversity lottery for a visa opens and it will depend what country you are from if you can apply. It is only for people from countries that don't already have high levels of immigration here. When it opens you can apply through the US State Department web site. Don't use a different one because they want something from you. It is free to apply, but if you win you have to pay a fee and have a background check, etc. If you pass that though, you, your spouse and minor children get green cards. Because not everyone passes and some change their mind about coming, they pick 100,000 winners, but at the end, 50,000 (and families) get visas.
