Canadian Immigration/ not USA?

I recieved a letter from immigration canada declining the sponsorship of my mother and siblings. (7people including myself) I did not meet Lico. If I still allowed the application for PR, then appeal.
What are the chances that I can win the appeal. I can only meet Lico for 4 people. What can I do if I can not meet LiCO, can another relative co-sign.

Do 3 relatives you are qualified for and let them work to sponsor the rest as soon as they are qualified. Sponsor those who will be qualified to work first, so they will be self-supporting immediately. Mother is last unless she is able to get gainful employment at her age. You won't win an appeal unless your income drastically increases. An annual salary of $38,610 is needed for a family unit of 4 people. Do not strain your resources.**
