My grandma has a visa from Mexico and was given a # sorta like a SSN?

My aunt has been claiming (taxes) her for years, but she doesnt even want to be a part of my grandmas life.

Could she have that number changed if she personally goes to wherever she needs to go to have that done?

Sounds like something illegal is going on. Is your aunt here illegally and doesn't have a "ITIN?" - Individual taxpayer identification number for those that are not eligible for a SS#.

If this is the case they are BOTH in trouble. Using another person's ID number is illegal and, as far as I know, this is a felony!
I'm not sure if those numbers can be changed. I would definately call the consulate or some other authority to see what can be done about this. Your aunt should be not able to claim the taxes on her if she is not supporting her in any way.
I think that might be her work permit number. I don't know if she can have it changed or not but I do know that she can report your aunt to the IRS.
