no, the immigration service seems to have forgotten that this new visa was introduced to accelerate the unification of spouse and children of a U.S. Citizen and have created a backlog on what was supposed to be 3-4 month process with a four month window in which to enter. I have seen some cases where the I-130 ends being processed faster than the I-129F and the applicants receive their immigrant visa appointment before the K-3 visa appointment or where the k-3 is approved but the consulate is slow in making the appointment date and the 4 month window has expired by the time the consulate sends the appointment notice. In one case we had to request 3 extensions on the k-3 window because of the consulates timing. but it was a good idea that just does not seem to work. Good Luck
