If he was truly illegal, once he was arrested, he should have been held, and departed. Pursue a court case against him. If it were my sister I would go with that other fellow's answer and hire a thug. One less illegal, 6545465464654654650 to go. Good luck.

If you can't get any help from the police or INS there are lots of ways to stalk a person and make their life a living hell. It is unfortunate and wrong that the right answer here is to not just call the police. I don't know about anyone else here on this forum but doesn't it feel like if an illegal commits a crime they are given a free ride because the police don't know what to do and feel like their hands are tied. It is very frustrating to hear that breaking the law is different for citizens than it is for illegals.

If he was let out on bail he might be heading back to his country of origin. He'll be free and get a new identity and come back again illegally and do it again and again and no one will know who he is. I'll make sure to pack my 9mm.
