Permanent residents (green card holders) cannot petition for their parents. Since it will be at least five years before your friend can apply for US citizenship, it is not reasonable to expect that he will be able to adjust his parents' status anytime soon.
In addition, if they entered illegally (without inspection) they will not be allowed to adjust at all.
They need to go back to their country of origin and come back legally.
I am pretty sure he has to be a citizen. I think it is one of the big differences between a citizen and a green card holder.

Anyone applying for anything to do with immigration must be done by the one wanting something out of immigration.
If they are in the U.S. they are now illegal and would be deported. The Government knows that they are out of status and are looking for them.
