NO, my children all went a welsh school, one has has just started, even though I speak welsh, there many english speaking parents who send their kids there. One example is an Australian Father and the mother is from RSA!
The only thing you may want to consider is not being to help with homework, but it has been known for parents to learn welsh themselves, there are many classes around!
