Because they cannot just go up to anyone and ask to prove they are here legally. How are they going to know who to approach? What criteria are they going to use to single people out? There would be an outcry from A LOT of minorities and rightfully so.
Because those cities are the oldest, and have the most experience with those who break the law. Now that time has past, they have become liberal shining cities on the hills, a beacon of what it really means to be a ctizen of the United States.
