My step daughter is a Philippina she wants to study nursingin USA how?

Answer:
There is a very fine nursing school in the Phillipines, the Chinese School of Nursing. My wife graduated from that school, came to the US on a visitor's pass. She took the RN exam and scored a 95 on it despite not speaking perfect English at the time. She has been an emergency room nurse for 29 years. Your step daughter can probably save quite a bit of money if she attends nursing school in the Phillippines and receive as good if not better education there.
The average cost of attending college here in the US averages about $30,000 per year.
Find a way to get her into Mount Carmel School of Nursing in Columbus, Ohio. Excellent school.
