Can non-EU citizens with work-permit for one EU country, work in another EU country?

Sorry, no, until they become a Spanish citizen they are considered purely on the basis of their (non-EU) citizenship - they would have to apply for a visa from the British embassy in Spain, in the same way as if they were back home.
In practice, travel to other countries in the Schengen zone, eg France, Holland, Germany, but not the UK, would not be difficult, although if you were caught you could in theory be sent back to your home country. But you still wouldn't be allowed to work in those countries; much better to stay on in Spain until you achieve citizenship.

Usually Employers request for a work permits and they are issued to individuals to work for a specific employer at a specific location.
You would need a new WP from your employer in UK to work in UK you cannot work on your spanish WP.

NO - you need to apply for another work permit - if you do illegally and get caught you will be held in prison and then returned to your home country compliments to whom ever sends you home (you pay for it though after) - you also will not be able to enter into England (or the country that you go to) for three years

Absolutely not. There are two ways you can work in the UK
1. Successfully apply for an apropriate visa from the Home Office. They will treat you acording to your nationality, not your country of residence.
2. Depending on how long you have been in Spain, are you able to apply for spanish citizenship? If you receive Spanish citizenship, you can travel and work in the UK as a Spanish citizen.
