Can legal foreign students be benefited under the "DREAM" act?

From the way I read it it's a benefit saved for illegals only. You're here with a visa, so that means you're legal. Funny how that works. Legal citizens can live on the border of 2 states and can't get in-state tuition even if it's just 10 miles seperating them. Now their pushing for federal grants in my state. It's not right that illegal students are given better treatment with none of the stipulations legal student visa holders have. Not to mention "breaks" citizens don't get and now they're wanting federal funding which takes even more away from citizens and others who are obeying the law.
Not as I understand it, no. However, I will have to read the current iteration again. It will still be a state by state thing, in any event.
However, one wonders, if they are legalizing everyone, who precisely the Dream act is for? I thought the whole idea was that this would STOP illegal immigration? (sarcasm)
Oh no my dear, you are stuck fighting for a Green card since you came here illegally. Appearantly, you should have broken the laws to become a US citizen. In fact they are trying to put restrictions in people in your situation. I feel badly for you and all the other legal students who have paid taxes, paid tuition for college and have obeyed the laws. Maybe if you get pregnant and give birth in the US, your voice willbe heard and you will be more respected.
