Yes, they can. I live in Nevada, and during the period of time when many people were openly protesting Congress's proposed actions for deporting non-documented Mexican workers, I heard terrible stories from my Mexican students.
One of my students came to the US when she was two years old. Her English is perfect. She was with a group of her friends from school participating in one of the protest marches. Six of her friends (and my students) were detained because they had accents.
They were all US citizens, but the police and INS people threatened to deport them that day if it was discovered that their identification cards were phony. The kids were terrified, as was my student who is here without the proper papers.
