I guess there aren't accounts to use; to obtain political asylum (that's how's legally called refugee) you must directly "choose" a town and go to the police headquarters-office Asylum with as much documents as possible, to show your condition of "persecuted"
For example, if you choose Brescia (but there are very little differences from town to town) you should do as follow (I've translated the content of the official page, the link below)
Documents to produce for the demand for political asylum in Italy
The foreign national who means to ask asylum must formalize the own demand to the Police headquarters of Brescia - Office Asylum, in via Botticelli n. 2. It's necessary to fix preventively an appointment directly introducing itself near this Office, the afternoon, in the days of Tuesday and Thursday(this might change from town to town). In the established day the petitioner must carry in Police headquarters following documents:
* passport or other document of identity originates them (if unprovided: to explain the reason; if lost in Italy: to introduce the denunciation of loss)
* 6 equal photos
* hospitality declaration, with photocopy of a document of identity of accommodating (if accommodating is foreign is necessary to carry the stay permission in original, in vision, and the photocopy)
* every documentation useful in order to demonstrate the own condition of persecuted in his Country of origin
* demand, addressed to the Ministry of the Interior through the Police headquarters of Brescia, produced in his original language and with relative translation in Italian, in which are indicated the reasons for which demands political asylum in Italy, not let alone the exact date of income on the national territory, the crossed frontier and the indication of the States crosses to you before reaching in Italy.
The documentation must be "original" and with 3 copies.
In the established day the petitioner, if he does not express himself correctly in Italian must introduce itself with an interpreter.
