The child would be Filipino by virtue of birth BUT if the parent who is a U.S. citizen is present, he can take proof of his citizenship such as his U.S. passport along with a copy of the child's birth certificate with his name on it to the US Embassy and register the child with the embassy as a U.S citizen born outside of the country because the child in essence is also a U.S. citizen as well because he/she has ONE parent who is a U.S. citizen.
The child will then be issued a U.S. passport for travel to the U.S.
Don't pay any attention to the mean spirited heifer who made the comment about staying in the Philippines, people like that don't understand what it is like to be away from family and the birth of your first child is something you would like to share with your family especially if it is a large one and they can't travel here.
If the Phillipines are "your country" then just stay there.

Well since Dad is a US citizen then this child is a "naturalized" US citizen..be sure you get this child registered and a passport at the US Embassy in Manila.
