When you go to any other country do they force you to speak their language? I don't think so. You have to learn on your own.
We do business with people in Mexico and my brother is our sales person and he can't speak Spanish so I have to translate for him. So really people who do business with other cultures do not always learn their language.
I don't know since it's been that way for a couple hundred years. Atleast 1/2 the states have English as their official language yet it's still "must speak Spanish" for jobs. Go figure?

as far as I know, this is a free country.
Free speech, which implies one's choice of language to speak, is guaranteed by the First Amendment of the US Constitution.
Also, the US Citizenship test is administered in English.
Now, as a practical matter, it makes sense for all immigrants to learn English. However, as a legal matter, it is impossible to "force" immigrants to learn English.
Well its pretty hard to do that when we havent made english the 'official' language.

Maybe for the same reason that they don't force people who do speak English to practice good grammar.

Isn't that plain enough? Makes the original question kind of suspect too, doesn't it? Since they do require it.
How could they force them? They can't physically make them enroll in class. But, they should know where they are. They should also make them return home. They have after all, broke the law by not coming here via proper channels.
I do think it is appalling to see cases where the illegal alien is adamant about not leaving the US, citing the fact that they have been here several years but have to conduct their interview via interpreter because they cannot SPEAK ENGLISH!!!!!

why would you want to live in a country where you are only marginally living? You cannot fully participate because you cannot speak the language of the 'world" outside of your immigrant community! Someone has to interpet and negoiate for you?
I recall a case where a lady advertised for a housekeeper who "spoke English", whereby an applicant showed up with a relative to interpet for her because she couldn't speak English!

There is a basic english test for legal immigrants. Most are illegal, so the law wouldn't help much. Also, the test is administered often by corrupt people who give them the answers, i'm told.
Freedom of speech is guaranteed by our constitution. I think before we start forcing anyone to learn anything we should make sure that we speak proper English first. Also, you have to remind yourself that not everyone came twenty years ago. Many work many hours a day. Learning English is not a two day process. It is a process that takes years. My husband has been here fifteen years. He is exposed to English everyday. He is a long way from mastering English. He also just got his citizenship.
Yes, you must speak basic English to become a citizen. You however can be a legal immigrant long before you are eligible for citizenship. Most have to be here five years. In the case of military or marriage it is less. Most do not know English unless they are English speakers before they come here. The time frame is short for knowing sufficient English and civics to pass the test.
Then the government would have to dole out money for ESL classes.
If you go to another country you will need to speak their language just to get around,

Because now days if you speak English, you are automatically labeled a 'racist' and no one wants to be considered a racist.
this has been asked before and probably could be debated lots..fact of the matter is when you move to another country you should learn the language, the customs etc and follow the customs and speak the language...
Shopkeepers should not be expected to be able to speak spanish, or swahili or whatever to communictae with customers....but.....those same shopkeepers who want the business will make an effort..
( here in Canada we have the French/English thing...somewhat similar...)
