It depends on a lot in which city you were born in. Some cities are very through and so wont give you a false certificate. I and my husband had to go through this process two weeks back. We both got certificate of non-availability of birth certificates saying that our birth was not registered. This involves
1. getting a notorized letter from parents saying that the birth did happen but was not registered. This contains birth details, like name, date and time and place. no of other childrens, their DOB and maiden names etc
2. Getting a notorized letter from birth and death office confirming that the birth record for thie person with these details is indeed missing.

To get a Birth certificate in India is very difficult . First of all the birth should have a record in an hospital where the child is born, then municipal or govt or corporation should have notified the birth. You have to go the Birth and Death regd. office with this particulars and give an application and wait for 15 days. If your records available in those offices and hospital they will issue a certificate after you bribe the required amount. This is the procedure to get a birth certificate in INDIA
contact the local muincipality of the city u were born in with details of ur actual date of birth and and name of hospital u were born in.
