Do you have to be 21 to fix your imigration status through marriage to a citizen?

Well i met my wife in highschool and we have been together for 4 years we love each other and she is trying to help me to get my green card. I turned 21 a couple of days ago and she will turn 21 in a month, and i just wanted to know if we both have to be 21 to start the process.
