Unlawful Entry is a CRIME. Zero tolerance for immigration-law violators! No amnesty, no "stealth-amnesty." No "change of status," marriage fraud, "exceptional leave to remain," no "Temporary Protected Status." If you break the law, depart or be deported. Illegal aliens kill more US citizens each year than the war in Iraq has killed in four years. Apologists for illegal immigration like to paint it as a victimless crime. But in fact, illegal immigration causes substantial harm to American citizens and legal immigrants, particularly those in the most vulnerable sectors of our population--the poor, minorities, and children. Additionally, job competition by waves of illegal immigrants willing to work at substandard wages and working conditions depresses the wages of American workers, hitting hardest at minority workers and those without high school degrees. Illegal immigration also contributes to the dramatic population growth overwhelming communities across America--crowding school classrooms, consuming already limited affordable housing, and straining precious natural resources like water, energy, and forestland. Taxpayers are being forced to pay for the free health care, education, and other welfare programs being given to illegal aliens; Those tax dollars could be given back to U.S. taxpayers or used to keep our borders secure; They may be here illegally, but they sure know how to "work the system" to collect "free" medical care, "free" education, "free" food, Section 8 housing vouchers and other housing assistance, and hundreds of other social services. It costs citizens additional hundreds of billions of tax dollars at every level: local, state, and federal. It gobbles up billions of our charitable contributions. And much of that money ends up siphoned out of our economy and into offshore accounts. Illegal aliens, over half of whom work "under the table" with neither job nor income reported (nor taxed), are not counted as employed or unemployed. But some of those day-labor and off-the-books "job-lets" would be "real" jobs - available to American citizen job-seekers - if employment regulations were enforced. Illegal aliens can get away with tax evasion, et al., which citizens cannot. In short, we have too many workforce entrants and too few jobs created. The ratio works out to roughly 7-10 workforce entrants per job created. If all illegal aliens depart or are deported, all legal immigration halted, and all temporary employment visas abolished, we still have a problem with more US-born workforce entrants than new jobs created. Illegal immigration damages our country and our citizens every day at every level. And not even the attacks of 2/26 and 9/11 have awakened many Americans to the vast dangers illegal immigration poses to our selves, our families, our communities, our society, our values, our principles, our civilization. 1. Bush has been trying to get this one passed for years. However, now that he has a Democratic Congress, it might be a little easier.
2. It makes a guest worker program where aliens can come to the US, work for 2-3 years, and then return home. A limited number (10,000) of green cards would be be available annually for guest workers. It also creates a way for illegal aliens who are already hear to basically become US citizens eventually, by making them register, pay a fine, and return to their home country and wait.
3. It makes money and provides cheap labor. Plus, it's a sneaky way to get illegal aliens to register and pay a fine. They probably won't realize that this most likely will not lead to citizenship, and if it does it will take 13 years at least. What it will lead to is ICE having their name and address.
4. I don't know why, but Bush has always favored a guest worker program. He hasn't always favored the amnesty provisions, but I think Republicans are just giving into them to get the security procedures.

If an illegal alien registers, goes back to his country of citizenship, comes back after the US has established all these security procedures, then he can become a permanent resident and eventually apply for citizenship. If a guest worker gets granted one of the 10,000 greencards, applies for citizenship, becomes a citizen, then he will be able to apply for family visas just like any other citizen. However, this bill reduces the number of visas available to parents of US citizens. Some guest workers will be allowed to bring family members with them, if they accept a shorter visa and can show that they will not become dependent on government benefits.
Z Visa will be given, then permanent residency, then citizenship. Its a rush because of the 2008 presidential elections. Republicans support it because they know its good for the country. Bush was always backing this bill. Anythng else?
Your first link doesn't work. The breakthrough was supposed to have been letting unskilled workers get 'points' towards future visas, which seems a bit contrary to the point of a point system, but I don't know more about it than that.

The TRUTH is that Mexico, which is a member of OPEC (which is a major reason our gasoline is so high) insists on the passage of the amnesty bill. If Congress does not pass it (in a form agreeable to Mexico) then Mexico will go along with the other OPEC countries and double the price of crude oil (which will cause an almost 3 fold increase in the retail price of gasoline).
The reason Mexico is behind getting the amnesty bill passed is that it is dependent on the 8 billion in monies sent back home by the illegals.
Also immigration (legal or otherwise) is the "relief valve" for the social problems of Mexico.
More Mexicans have moved to the USA in the past year then have died of natural deaths in Mexico!
