I am all for enforcement. If enforcement would have been done to begin with, things would not be as bad as they are now.
Any reward for an illegal act does nothing but undermine not just the laws of this country, but the society as a whole. It undermines any type of respect for laws in general. Such can never be a positive for any country.
Personally - I say lets go with the immigration laws of Mexico. It is the ONE GOOD THING that they actually have that I personally really would want within the United States.

We should heavily fine employers who hire illegal immigrants and the same for landlords that rent to them. They will leave on their own. No huge cost to taxpayers.

No, that would cost hundreds of billions of dollars, but it is a better policy than the awful Senate amnesty bill. We do need some of the illegals to work in agriculture because most Americans can't or won't do those jobs, so we should keep agricultural workers. We should keep children who have been in our country since they were very young, as they think of themselves as Americans. Also, we should keep those who are outstanding students, good business persons, or have a skill that we need.
We do need to make being in our country illegally a felony with at least a 60-day sentence for second-time offenders. Increase the penalty for each subsequent violation. Also, we need to keep better track of those people here on visas, as millions of them are still here after their visas expire. Of course, we must build the border fence with Mexico asap!
Yes, but the best way to make sure this problems somehow ends is forcing the government to fine the employers who hire illegals and to set a 1, 2, 3 kind of punishment, so authorities can close their businesses and cancel their licenses to do business at the third offense. If no one hires illegals, they will have to leave.
