You have to be a family member of the US citizen in order to apply for a green card sponsored by that person. Spouse, Children under 21, and parents have high priority. Other relatives may qualify as well, but the wait is endless.
You can also take the employment-based approach; still a long wait but feasible for people without the convenience of having a US citizen relative.

im not sure of the exact process, but i do know that it can take up to 10 years to until you receive the greencard

Despite the other postings, this is still true. This can get complicated, but a couple things must happen. The alien relative must qualify, and the U.S. citizen must agree to support the person so they do not receive public assistance. The U.S. citizen must be living above the official "poverty line" and thus able to support this other person and themselves. The form used to file this petition is called the I-130, or Petition for an Alien Relative.
